Establishes a 1% cap on annual State school aid reductions for New Jersey school districts, preventing any district from receiving State aid reduced by more than 1% from the prior year's amount.

Amends existing State aid transition schedules from P.L.2018, c.67 to incorporate the new 1% reduction cap, overriding current phase-in percentages that range from 13% to 100%.

Applies the cap to districts participating in regional school district consolidation grant programs, limiting their aid reductions despite existing multi-year phase-out schedules.

Pre-filed for introduction in the 2026 legislative session of New Jersey's 222nd Legislature.

Takes effect immediately upon enactment and supersedes conflicting provisions in existing school funding laws and regulations.
