Establishes the "Innovation Partnership" administered by the New Jersey Commission on Science, Innovation and Technology, consisting of independent nonprofit organizations working to advance emerging technology businesses and create innovation ecosystems across the state.

Creates four regional focus areas: northern region (financial technology/cybersecurity), central region (healthcare/life sciences/biotechnology), southern region (agriculture/aviation), and shore region (renewable energy/autonomous vehicles).

Requires partners to provide business incubation resources, early and late-stage capital access, training for federal Small Business Innovation Research Program applications, and discounted laboratory space for spin-out companies.

Establishes a non-lapsing Innovation Fund in the Department of Treasury to provide grants to certified partners, with grants requiring matching private sector funds at a minimum level set by the commission.

Prioritizes nonprofit organizations with diverse leadership and locations in municipalities qualifying for State aid, and emphasizes support for minority-owned and women-owned emerging technology businesses.
