Creates a five-year Nuclear Energy Apprenticeship, Training, and Employment Resources Pilot Program within the Department of Labor and Workforce Development to fund adult apprenticeship programs in nuclear energy infrastructure, utilities, and related sectors including radioactive waste work

Appropriates $1 million from the General Fund to a newly established Nuclear Energy Fund in the Department of Treasury, which can also receive private donations and investment earnings

Eligible grant recipients include businesses, labor organizations, colleges, non-profits, public utilities, and trade organizations that sponsor US Department of Labor-accredited apprenticeship programs with industry partners

Grant applications must be accepted within six months of enactment, with initial awards issued within one year; applicants are ranked on recruitment reach, enrollment potential among underserved communities, and ability to address workforce skill gaps

Requires annual reports to the Governor and Legislature evaluating program effectiveness, including enrollment numbers, completion rates, and employment outcomes of participants
