Creates a three-year project-based learning pilot program for high school students (grades 9-12) in New Jersey, administered by the Commissioner of Education

Defines project-based learning as a teaching method offering active engagement through design, development, and implementation of real-world projects

Selects up to six school districts to participate: two each from the southern, central, and northern regions of the state, representing urban, suburban, and rural areas

Requires participating districts to submit applications describing their proposed course implementation and estimated student enrollment

Mandates a final report to the Governor and Legislature with implementation findings and recommendations on whether to continue or expand the program
