Establishes the New Jersey Council on Access and Mobility within the Department of Transportation to coordinate transportation services for persons with disabilities and senior citizens.

Council consists of 17 members: 11 ex officio members from state agencies (including Commissioners of Transportation, Human Services, Education, Community Affairs, Labor, and NJ Transit's Executive Director) and 6 public members appointed by legislative leaders.

Public members must represent specific organizations including Disability Rights New Jersey, The Arc of New Jersey, NJ Statewide Independent Living Council, NJ Council on Developmental Disabilities, Rutgers' Voorhees Transportation Center, and NJ Council on Special Transportation.

Council must meet at least annually to study existing transportation services, analyze federal funding opportunities, inventory state and federal funding sources, and make recommendations to maximize federal funding acquisition.

Members serve without compensation but may receive reimbursement for travel expenses; Department of Transportation provides staffing support.
