Allows New Jersey public colleges and universities to assess fees on student tuition bills that fund legislative agents or lobbying organizations, provided the fees are waivable rather than mandatory

Eliminates the current requirement that students must authorize such fees through a majority vote in an official student referendum before they can appear on tuition bills

Requires waivable fees to include a statement explaining the nature of the fee, that payment is not required, instructions on how to waive the fee, and that the governing body does not necessarily endorse the organization

Amends P.L.1995, c.63 (C.18A:62-22), changing the fee structure from "optional" (student must add) to "waivable" (student must opt out)
