Expands post-election audit methods to allow certified independent third-party electronic machines in addition to traditional hand-to-eye counts of voter-verifiable paper records.

Third-party electronic audit machines must be tested and certified by a National Institute of Standards and Technology laboratory or U.S. Election Assistance Commission accredited voting system test laboratory, with the providing entity covering all certification fees.

Transfers authority for selecting election districts, audit units, and elections to be audited from the Secretary of State to county boards of elections.

County boards must randomly select at least 2% of audit units, publicly announce selections, and begin audits within 24 hours of the announcement.

Requires expanded audits if discrepancies alter any candidate's vote share by 0.1% or more, with full recounts triggered when initial audits cover more than half of election districts and substantial outcome-altering discrepancies are detected.
