Creates the "Artificial Intelligence Innovation Partnership" administered by the New Jersey Commission on Science, Innovation and Technology to support emerging AI businesses through nonprofit partner organizations

Establishes four regional focus areas: northern region (financial technology, cybersecurity), central region (healthcare, life sciences, biotechnology), southern region (agriculture, aviation), and shore region (renewable energy, autonomous vehicles)

Partners will provide business incubation resources, discounted laboratory spaces, early and late-stage capital access, and technical assistance for federal funding applications to emerging AI technology companies

Grants require matching private sector funds, with priority given to nonprofit organizations demonstrating diverse leadership and located in municipalities qualifying for State aid

Commission must issue annual reports to the Governor and Legislature on partner activities, budgets, and progress toward partnership goals
