Amends the County College Contracts Law to raise the bid threshold from $25,000 to $100,000 for contracts where workers are not paid prevailing wages, allowing county colleges to award these without public advertising

Extends the maximum contract period from 24 to 36 consecutive months for purchases, contracts, or agreements made without public bidding

Adds 12 new categories of goods and services exempt from public bidding requirements, including construction management services, banking services, energy supply from third-party suppliers, hazardous waste disposal, and transportation services

Authorizes county colleges to disqualify bidders based on prior negative experience and permits reverse auctions for purchasing utilities and commodities

Updates definitions to include "information technology" and modernizes provisions to allow electronic submissions, digital formats, and internet-based advertising for bids and legal notices
