Bidders seeking state contracts for firearms, ammunition, or firearm accessories must certify they do not sell unserialized gun build kits, unserialized firearms, or unserialized unfinished frames and receivers.

Contractors must provide documentation including ATF trace request data for the past five years, theft/loss records, the two most recent inspection reports from federal, state, or local agencies, and proof of compliance with all applicable firearm laws.

Bidders and contractors must disclose written policies for preventing straw purchases, screening prohibited purchasers, preventing theft, training employees on compliance, assisting law enforcement investigations, and operating video surveillance systems.

State agencies must reject bids or cancel contracts for non-compliance and are prohibited from waiving requirements or making emergency purchases of firearms, ammunition, or accessories.

Each State agency must coordinate with the Attorney General's Office to develop implementation procedures, which may include a prequalification process and a scoring system evaluating bidders' public safety values.
