Boards of trustees at New Jersey State colleges, universities, and county colleges must include two employee members appointed by the Governor from candidates recommended by labor organizations representing those employees.

Employee board members serve two-year terms with full voting rights, though initial appointments are staggered (one-year and two-year terms).

Employee members cannot participate in any matters affecting employment or terms and conditions of employment for college employees.

Current law prohibiting county college employees from serving on their college's board of trustees is eliminated.

When more than two labor organizations represent employees, the organizations must reach agreement on which candidates to recommend to the Governor.
