Type II school districts without a board of school estimate that hold November elections would be required to submit their base budget (general fund tax levy) to voters for approval, rather than only submitting proposals for additional funds above the base budget.

If voters reject the general fund tax levy in a November election, the budget would be submitted to municipal governing bodies for determination, following the same procedures currently used for April election districts when budgets are rejected.

Districts with November elections would adopt a temporary budget pending voter approval, and if voters reject the proposed levy, the temporary budget becomes the final budget for that school year.

The bill amends multiple sections of New Jersey school funding law (N.J.S.18A) to align November election procedures with April election requirements for budget voter approval.
