Amends New Jersey's Administrative Procedure Act to require state agencies to obtain socio-economic impact statements from representatives of the regulated community before publishing proposed rules in the New Jersey Register

Agencies must contact a representative from the segment of the public to be regulated, provide them the proposed rule text, and allow them to prepare a description of the anticipated impact and estimated cost on the affected population

The representative must be selected from interested persons who have provided substantial written submissions on previous similar rule proposals

The Office of Administrative Law may charge the representative preparing the socio-economic impact description for proportional costs of printing and distributing the New Jersey Register

Agencies may exempt proposed rules from this requirement if they find the rule would impose insignificant impact due to minimal scope or extreme unlikelihood of socio-economic effects, provided the agency documents this finding in the rule notice
