Companies owned by, operated by, or affiliated with the Chinese government (People's Republic of China/Chinese Communist Party) are prohibited from bidding on or submitting proposals for technology goods or services contracts with any New Jersey State agency.

Applies to all legislative and executive branch entities, including departments, boards, commissions, public authorities, and public benefit corporations.

Companies bidding on technology contracts must certify they are eligible and not affiliated with the Chinese government.

False certification results in a civil penalty of $250,000 or twice the contract amount (whichever is greater), plus mandatory contract termination.

Takes effect immediately upon enactment.
