Requires all voters to present government-issued photo identification (New Jersey driver's license, state ID, or federal/state document) with their name, photograph, and valid expiration date beginning with the first election after January 1, 2025.

Voters who cannot provide valid photo ID must cast a provisional ballot rather than vote by machine, except those with religious objections to being photographed who may vote after executing a sworn affidavit.

Authorizes poll challengers to examine voter identification documents and challenge voters based on the validity of their ID, with expanded procedures for district election boards to verify identification.

Transfers administrative authority over acceptable identification documents from the Attorney General to the Secretary of State.

Exempts military and overseas voters under the Uniformed and Overseas Citizens Absentee Voting Act and voters covered by the Voting Accessibility for the Elderly and Handicapped Act from the photo ID requirement.
