Creates an Anti-Bullying Youth Council in New Jersey to advise the existing Anti-Bullying Task Force on youth perspectives and experiences related to bullying in public and nonpublic schools.

Council consists of 25 members: 21 student members (one appointed by each executive county superintendent from middle and high schools) and 4 non-voting legislative members serving in advisory capacity.

Student members under 18 require written parental permission; each serves a two-year term with alternates appointed to fill vacancies.

Council must submit written policy recommendations to the Anti-Bullying Task Force, publish recommendations online, and prepare annual reports with findings and legislative recommendations for the Governor and Legislature.

Department of Education provides administrative support; council expires when the Anti-Bullying Task Force established under P.L.2019, c.179 expires.
