Establishes a weigh-in-motion monitoring program requiring the Department of Transportation (DOT) and Department of Law and Public Safety (DLPS) to install automated vehicle weighing systems near bridge entrances in New Jersey

Systems must include calibrated scales, cameras to capture license plates, and signage; locations prioritized based on bridges rated in poor condition by the National Bridge Inventory, bridge inspection results, and frequency of recent weight violations

DOT must determine within 30 days of receiving a structural monitoring notification whether a bridge inspection is needed, and conduct any required inspection within 30 days of that determination

During the first 90 days of each system's operation, violations result in warning notices only; subsequent violations trigger enforcement actions with fines of $0.02 per pound of excess weight (up to 10,000 pounds excess) or $0.03 per pound (over 10,000 pounds), with a minimum fine of $50

Vehicles not exceeding weight limits by more than 5% are exempt from violations; individual vehicle information and personal data collected cannot be used for unrelated purposes or disclosed as public records
