Creates the "New Jersey Gold Star Family Annuity Program" within the Department of Military and Veterans Affairs to provide annual payments to surviving family members of Armed Forces or National Guard members who died on active duty

Pays $600 annually on January 1, with cost-of-living adjustments starting two years after enactment based on federal VA benefit increases (minimum 1%, maximum 4%)

Defines eligible Gold Star family members as New Jersey residents who are surviving spouses, domestic partners, civil union partners, parents, siblings, children, legal guardians, or custodians of deceased service members

Requires applicants to prove their relationship to the deceased service member and New Jersey residency annually, with residency required to receive payments

Remarriage does not disqualify eligible family members from receiving the annuity
