Public utilities (gas, electric, water, sewer) must notify individual customers of any hearings related to proposed rate increases by including conspicuous written notice with service bills and publishing in newspapers within each affected county.

Public hearings on rate increases must be held in the municipality with the largest population in the affected service area, rather than simply a "centrally located" municipality.

When rate increases affect multiple counties, separate public hearings must be held in the most populous municipality of each affected county.

The Board of Public Utilities and the utility proposing the rate increase must receive and make reasonable efforts to address public questions and comments during hearings.

Customers who receive electronic bills or no monthly bills must be notified via regular mail or electronic means as determined by board regulations.
