Creates the Volunteer First Responders Loan Redemption Program within New Jersey's Higher Education Student Assistance Authority for volunteer firefighters, first aid/rescue/ambulance squad members, and Office of Emergency Management volunteers.

Provides up to $6,000 in student loan redemption, distributed as $2,000 per year during the second, third, and fourth years of active volunteer service after graduation (no benefit in the first year).

Requires volunteer firefighters to respond to at least 60% of regular alarms and 60% of drills with Division of Fire Safety certification; other volunteers must complete a minimum of 500 hours annually.

Eligibility limited to New Jersey residents who completed undergraduate degrees or certificates at in-state institutions after the bill's effective date.

Participants must submit sworn statements from their organization's chief or presiding officer confirming active member status in good standing; contracts may be nullified upon death, permanent disability, or extreme hardship.
