Requires the New Jersey Motor Vehicle Commission (MVC) Chief Administrator to authorize third-party vendors to administer knowledge and skills tests for commercial driver license applicants, to the extent permitted by federal law

Removes the requirement that third-party vendor authorization be based on evaluation of the 2017 Commercial Driver License Testing Pilot Program, which was never implemented despite legislative mandate

Eliminates the provision allowing the Chief Administrator to limit the number of licensed third-party testing vendors statewide

Authorizes third-party testers including employers, private driver training facilities, government agencies, and other institutions to administer CDL tests

Requires the Chief Administrator to set maximum fees for third-party skills tests equal to the state's cost of administering the testing
