Creates the "New Farmers Improvement Grant Program" within the New Jersey Department of Agriculture to provide matching grants of $15,000 to $50,000, covering up to 50% of project costs for farm improvements.

Defines "beginning farmer" as someone who has never farmed, has farmed in New Jersey for 10 years or less, or qualifies as a first-time farmer under federal tax code (26 U.S.C. s.147(c)(2)).

Eligible projects include expanding or diversifying production, extending growing seasons, implementing sustainable practices (organic farming, water conservation, food safety), or creating partnerships with food hubs and agriculture-dependent institutions.

Applicants must be at least 18 years old, actively participate in daily farm production, operate a farm of 150 acres or less located entirely within New Jersey, and have minimum gross sales of $10,000 in the preceding calendar year.

Requires the Department of Agriculture to request a minimum of $100,000 annually to fund grants and to pursue additional federal, state, local, and private funding sources.
