Amends P.L.2019, c.196 to expand eligibility for New Jersey Transportation Research Bureau contracts to include private research institutions of higher education and other entities, not just public institutions.

Requires the bureau to determine whether awarding contracts to public or private institutions or other entities is in the public interest, while maintaining compliance with State and federal public bidding regulations.

Expands the definition of "entities" eligible for contracts to include but not be limited to non-profit organizations, while continuing to exclude municipal planning organizations and related entities.

Directs the bureau manager to establish and maintain relationships with both public and private research institutions and other entities for transportation research purposes.

All research contracts must include provisions requiring consideration of transportation and mobility needs of New Jersey residents with physical, sensory, intellectual, and developmental disabilities.
