Expands existing public awareness campaigns to include motorist duties when approaching pedestrians, bicycles, and personal conveyances, in addition to the current focus on emergency vehicles and disabled vehicles.

Requires the Commissioner of Transportation and the Division of Highway Traffic Safety to update these public awareness programs annually, rather than as a one-time initiative.

Mandates the use of variable message signs at least once per year to inform motorists of their legal obligations regarding both emergency vehicles and vulnerable road users.

The public awareness campaign must cover three elements: the importance of compliance with safe passing laws, the risks of non-compliance, and the penalties and fines for violations.

Amends P.L.2017, c.358 and P.L.2019, c.370, referencing motorist duties established under P.L.2021, c.194 (C.39:4-92.4) for safe interactions with pedestrians and cyclists.
