Exempts nonprofit 501(c)(3) organizations and governmental entities operating historic educational steam locomotive programs from State regulation as amusement parks or amusement rides

Requires all personnel operating train equipment (engineers, firemen, conductors, dispatchers, etc.) to be properly trained in accordance with railroad standards for their specific duties

Mandates compliance with standard maintenance and operating procedures for steam locomotives, including inspections by State certified boiler inspectors with proof provided to the Department of Community Affairs

Prohibits qualifying museums from offering paid admission to locomotive rides or selling tickets for rides at specific times to maintain the exemption

Takes effect immediately upon enactment and supplements existing law (N.J.S.18A:73-25)
