Shifts New Jersey's State aid for nonpublic school auxiliary and remedial services from a prospective allocation system to a quarterly reimbursement system where school districts apply for repayment of costs already incurred

Requires the Commissioner of Education to establish maximum per service aid amounts by dividing annual appropriations by the average number of services delivered over the prior three school years

Mandates the commissioner conduct a survey every three years (starting in the second full school year after enactment) to collect cost data from service providers and report findings to the Governor and Legislature

Authorizes the commissioner to establish limits on duration and frequency of speech correction, supplementary instruction, and auxiliary services to ensure funds are equitably distributed throughout the school year

Removes provisions requiring districts to refund unexpended State aid and eliminates the commissioner's authority to prorate aid amounts when appropriations are insufficient
