No state or public funds may be used for producing, purchasing, or erecting the memorial signs; funding must come from private sources including non-profit, educational, or charitable entities

Commissioner of Transportation may not proceed with sign installation until a private party agreement is reached to cover all costs for producing, purchasing, erecting, and maintaining the signs
