Exempts local utilities from COVID-19 pandemic-related reporting requirements currently mandated under N.J.S.A.48:2-29.57, leaving only public utilities regulated by the Board of Public Utilities subject to these obligations.

Local utilities affected include sewerage authorities, municipal and county utilities authorities, and other local government entities providing electricity, gas, heat, power, sewer, or water service not regulated by the BPU.

Removes the requirement for the Board of Public Utilities to consult with the Department of Community Affairs when implementing pandemic reporting provisions.

Reporting requirements being eliminated for local utilities include data on supply and demand impacts, customer disconnections, arrears, assistance program enrollment, infrastructure project delays, and rate schedules.

Applies to New Jersey's 222nd Legislature and is pre-filed for introduction in the 2026 session, sponsored by Senator Holly T. Schepisi of District 39 (Bergen).
