Opens a 30-day special enrollment period for individuals with small employer or individual health plans in affected counties if negotiations fail, allowing them to switch to new plans including through the State-based exchange or a spouse's employer plan.

Requires carriers to continue covering claims at in-network rates for affected patients until the next open enrollment period or until a new agreement is reached, even after a facility leaves the network.

Applies to hospitals, nursing homes, rehabilitation centers, diagnostic centers, and other health care facilities, but excludes independent physician offices and prayer-based healing institutions.
