Secretary of Higher Education must conduct a study, in consultation with the Commissioner of Education, to determine the extent and causes of New Jersey high school graduates enrolling at out-of-state colleges and universities.

Study must include surveys of high school seniors from public and nonpublic schools and consultations with guidance counselors to identify reasons students choose out-of-state institutions.

Analysis must examine academic and socio-economic characteristics of students and families who choose in-state versus out-of-state institutions, as well as the academic quality rankings of chosen out-of-state schools.

Study must consider whether New Jersey's small geographic size and students' desire for independent living at a distance from family contribute to outmigration.

Secretary must submit a report to the Governor and Legislature within 18 months, including findings on outmigration causes and recommendations for potential state actions to reverse the trend.
