Creates a 15-member New Jersey Higher Education Student Advisory Commission within the Department of State, comprising students from state colleges (3), public research universities (5), county colleges (3), independent colleges (3), and proprietary institutions (1)

Secretary of Higher Education appoints most members, while the New Jersey Education Association appoints one member from its Preservice Program

Commission members serve one-year terms and must apply with campus leadership experience and a recommendation letter from their institution's president

Commission must meet at least three times annually, with meeting minutes posted on the Office of the Secretary of Higher Education's website

Commission advises the Secretary on student concerns and submits annual reports with legislative recommendations to the Assembly and Senate Higher Education Committees
