Establishes a three-year pilot program in New Jersey for the Commissioner of Education to provide public school students with guidance on completing and submitting the Free Application for Federal Student Aid (FAFSA)

Selects 12 school districts to participate: four each from the southern, central, and northern regions of the state, representing urban, suburban, and rural areas

Requires participating districts to provide FAFSA information to students at least once before entering 12th grade, covering required documentation, terminology definitions, eligibility requirements, and submission deadlines

Mandates that parents or guardians of 12th graders receive written or electronic information on FAFSA completion, with paper copies available upon request

Requires the Commissioner of Education to submit a report to the Governor and Legislature at the program's conclusion with recommendations on statewide implementation feasibility
