Expands the definition of "child" under New Jersey's Police and Firemen's Retirement System (PFRS) and State Police Retirement System (SPRS) to include unmarried children under age 24 enrolled full-time (at least 12 credit hours per semester) in a college degree program

Removes the current requirement that full-time college students under age 24 can only qualify as a "child" if their parent died in the line of duty from an accident during actual performance of duty

Allows surviving children of any deceased member or retirant—regardless of how the member died—to receive dependent benefits while pursuing higher education full-time through age 23

Retains existing definitions of "child" for those under age 18, those 18+ enrolled in secondary school, and those of any age with intellectual or physical disabilities lasting 12+ months that prevent substantial gainful work
