Creates a four-year "New Jersey Grow Your Own Teacher Pilot Program" in the Department of Education to address teacher shortages and diversify the workforce by recruiting minority students to become teachers in their home school districts

Selects three Grow Your Own Partnerships, each formed between school districts/charter schools and higher education institutions, with priority given to SDA (School Development Authority) districts and geographic balance across north, central, and southern regions

Provides annual state grants covering at minimum tuition, fees, and room and board costs for participating students attending partner colleges and universities

Requires participating students to commit to teaching in their home school district, charter school, or renaissance school project for at least three years after graduation

Establishes a quarterly consortium for the three partnerships to share experiences and best practices, with the Department of Education submitting annual progress reports to the Governor and Legislature
