Establishes the Wind and Nuclear Production Apprenticeship Grant Program within the New Jersey Department of Labor and Workforce Development to fund new apprenticeship programs in wind energy and nuclear power industries

Requires apprenticeship programs to be accredited by the U.S. Department of Labor, with eligible applicants including businesses, labor organizations, colleges, workforce training providers, and non-profit organizations

Department must begin accepting grant applications by July 1, 2024, with awards made by January 1, 2025; annual reports to the Governor and Legislature required starting January 1, 2025

Allocates 12.5% of the Supplemental Workforce Fund for Basic Skills to fund the program, redirecting funds previously designated for the High-Growth Industry Regional Apprenticeship Development Grant Pilot Program

Prohibits grant funds from being used to replace existing apprenticeship programs, displace current workers, or impair collective bargaining agreements
