New Jersey Department of Labor and Workforce Development must conduct a comprehensive study on the effects of temporary employment on the state's workforce, including impacts on workers, wages, businesses, and the economy

The study must review federal and state laws related to temporary help service firms and employment agencies, including existing statutes on employment, compensation, taxation, and retirement

The department must consult with public sector officials, private sector employers of temporary workers, organizations representing temporary workers, academics, and legal professionals

The Commissioner of Labor and Workforce Development must report findings, conclusions, and legislative recommendations to the Legislature within 12 months of the bill taking effect
