Third and subsequent offenses for operating without a municipal license, knowingly allowing unlicensed drivers, lacking required insurance ($1.5 million minimum), or exceeding passenger capacity will incur a $7,500 fine, six-month driver's license suspension, and immediate vehicle impoundment.

Third and subsequent offenses for operating without special registration plates or without proper inspection will result in a $7,500 fine and immediate vehicle impoundment.

Second offenses for major violations increase from the previous "second or subsequent" penalty tier, with fines remaining at $5,000 for licensing/insurance violations and $2,500 for registration/inspection violations.

State Police retain authority to enter limousine operator property to inspect documents and vehicles upon probable cause of violations.

The bill takes effect immediately upon enactment in New Jersey's 222nd Legislature (2026 session).
