Extends the duration of annual incentive grants for Casino Reinvestment Development Authority (CRDA) Urban Revitalization Program district projects from 20 years to 40 years following project completion.

Increases the cap on total grants a developer can receive from an amount equal to the approved project cost to five times the approved project cost.

Reinstates grant eligibility for district projects that have already exhausted their 20-year grant period, allowing them to receive grants for an additional 20 years from the bill's effective date.

Maintains existing annual grant limits of up to $2.5 million per district project for sales tax-based incentives.

Applies to entertainment-retail district projects in Atlantic City containing at least 150,000 square feet of entertainment, retail, dining, non-casino hotel, or residential space.
