Requires manufacturers, distributors, importers, or the Director of Consumer Affairs to issue immediate recalls upon discovering affected products, with retailers required to remove items from displays within 48 hours and return inventory within 14 business days.

Manufacturers, distributors, or importers must destroy recalled products within 60 business days and dispose of remnants in a manner inaccessible to the public.

Knowingly selling prohibited products or retailers failing to comply with recall procedures constitutes an unlawful practice under consumer fraud law, punishable by fines up to $10,000 for first offenses and $20,000 for subsequent offenses.

Manufacturers, distributors, or importers who fail to issue recalls or properly destroy products face criminal penalties: fourth-degree crime (up to 18 months imprisonment) for first offense, escalating to second-degree crime (5-10 years, $150,000 fine) for third or subsequent offenses.
