Printers sold in New Jersey must display the average cost per 1,000 printed pages for black text on packaging or a conspicuous label, with color printing costs required for printers capable of color or photo output.

Ink cartridges must display their yield (number of pages) on packaging or a conspicuous label before being sold.

Cost per page calculations must use manufacturer's suggested retail prices divided by cartridge yield, with yields determined using ISO/IEC standards (24711:2007, 19752:2004 for black; 24711:2007, 24712:2007 for color).

Violations constitute unlawful practices under consumer fraud law, punishable by up to $10,000 for first offenses and $20,000 for subsequent offenses, plus potential cease and desist orders, punitive damages, and treble damages.

The law takes effect on the first day of the 13th month following enactment, with the Division of Consumer Affairs authorized to adopt implementing regulations.
