Revises penalties for New Jersey's law prohibiting unsolicited advertising text messages sent without recipient permission or that may incur charges to the recipient.

First violation subject to civil penalty up to $500; second violation up to $1,000, collected through summary proceedings under the Penalty Enforcement Law of 1999.

Third violation becomes an unlawful practice under the Consumer Fraud Act (CFA), treated as a first CFA offense with penalties up to $10,000.

Fourth or subsequent violations are unlawful practices under the CFA treated as subsequent offenses, with penalties up to $20,000 plus potential cease and desist orders, punitive damages, and treble damages.

Superior Court granted jurisdiction to enforce penalties under this provision.
