Requires secured parties (lenders, sellers, or others holding vehicle titles as collateral) to deliver motor vehicle certificates of ownership to buyers via certified mail with return receipt requested once the debt or contract obligation is satisfied.

Current New Jersey law does not specify a delivery method for vehicle titles; this bill amends R.S.39:10-10 to mandate secure transmission of this ownership documentation.

Maintains the existing requirement that sellers or secured parties must file a notice of contract satisfaction or security interest termination with the chief administrator within 15 days of performance.

Violations of this section carry a $25 fine.

Takes effect on the first day of the seventh month following enactment.
