Requires original equipment manufacturers of digital electronics (mobile phones, tablets, etc.) to provide independent repair shops and device owners the same diagnostic documentation, service parts, and repair tools available to authorized repair providers, at fair and reasonable prices.

Manufacturers must make security-related reset documentation available to independent repairers and cannot exclude this information from what they provide.

Violations constitute unlawful practices under New Jersey's consumer fraud act, punishable by up to $10,000 for first offenses and $20,000 for subsequent offenses, plus potential treble damages.

Motor vehicles, vehicle manufacturers, and vehicle dealers are explicitly excluded from the bill's requirements.

Provisions apply retroactively to equipment sold or offered for sale on or after July 1, 2012, and manufacturers are not required to disclose trade secrets.
