Creates the State Board of Used Motor Vehicle Dealers within the Division of Consumer Affairs, consisting of 8 members including 3 public members, 3 licensed used motor vehicle dealers, and 1 used motor vehicle auction company employee

Requires all used motor vehicle dealers in New Jersey to obtain a license from the new board, with licenses valid for up to 2 years and applicants must be at least 18 years old, hold a valid NJ driver's license, maintain an established place of business, and pass a criminal background check

Disqualifies applicants convicted of crimes involving dishonesty, fraud, misrepresentation, or first or second degree offenses from obtaining or renewing a dealer license

Grants the board authority to establish licensing criteria for retail, wholesale, and retail-wholesale dealers, adopt a code of ethics, inspect and audit dealerships, and set licensing fees

Transfers regulatory authority over used motor vehicle dealers from the Motor Vehicle Commission under R.S.39:10-19 to the new board, while the MVC retains oversight of new motor vehicle dealers
