Prohibits the Port Authority of New York and New Jersey from compensating commissioners, officers, or employees for commuting expenses, personal vehicle costs, toll or fare exemptions, personal drivers (unless a documented security need exists), or housing allowances.

Requires board approval at a public meeting before any overnight travel expenses can be reimbursed, with all payments made as reimbursements after travel rather than advances.

Bans employees from accepting gifts, honoraria, free entertainment tickets, or other compensation from outside sources related to their official duties, and prohibits accepting employment with Port Authority vendors or contractors for two years after leaving the agency.

Limits tuition reimbursement to 50% of costs at accredited public institutions in New York or New Jersey, requiring courses be job-related and employees commit to five years of continued service.

Violations carry penalties of $500 to $10,000 in fines plus removal from office, and the law only takes effect when New York enacts substantially similar legislation.
