Extends existing physical restraint and seclusion requirements from students with disabilities to all public school students in New Jersey, requiring these techniques only be used in emergencies where immediate physical danger exists.

Requires immediate parental notification by phone or electronic communication when restraint or seclusion is used, followed by a full written report within 48 hours.

Mandates schools request a meeting with parents of any student subjected to restraint or seclusion more than once to develop a behavior improvement plan.

Directs the Department of Education to establish guidelines for seclusion area physical requirements (lighting, space) and to annually collect and publish data on restraint and seclusion use, disaggregated by county, race, gender, age, and disability type.

Prohibits prone restraint unless authorized in writing by the student's primary care physician, and requires staff involved in restraints to receive annual training in safe techniques.
