Prohibits employers from requiring employees or prospective employees to enter into training repayment agreements (TRAPs) as a condition of employment in New Jersey

Declares any training repayment agreement void and unenforceable, relieving employees of any obligation to make payments under such agreements

Defines training repayment agreements as contracts requiring employees to pay employers or third parties if they leave employment, including reimbursement for employer-provided training

Exempts cash advances, equipment purchases/leases, educational sabbatical leave contracts, and agreements made through collective bargaining from the prohibition

Violations subject to penalties under existing New Jersey wage and hour law (P.L.1965, c.173), including protections against retaliation for employees who refuse to sign or file complaints
