Creates special New Jersey license plates featuring the United States Coast Guard Seal for active duty members, honorably discharged veterans, and their spouses, parents, or business owners who meet eligibility criteria.

Requires a $25 fee in addition to standard vehicle registration fees, with proof of active service or honorable separation required for approval.

Prohibits lending plates to other vehicles or using plates on vehicles other than those for which they were issued, with violations subject to fines between $25 and $50.

Authorizes the Chief Administrator of the New Jersey Motor Vehicle Commission to increase the $25 fee or discontinue the plate program if production costs exceed the fee for two consecutive fiscal years.

Takes effect on the first day of the seventh month following enactment.
