County clerks must provide accessible mail-in ballots to voters with disabilities upon request, delivered electronically via phone number or email address provided by the voter.

Accessible ballots must include features such as audio guided prompts, electronic marking capability, selection confirmation, and the ability to print completed ballots with all necessary submission materials.

Voters who are "electronic return eligible" may submit completed ballots electronically; this includes voters who are blind, have visual/perceptual/reading disabilities, or have physical disabilities preventing them from holding, marking, or manipulating a ballot.

Voters not eligible for electronic return must print their completed ballot along with inner envelope, voter certificate, and pre-addressed postage-paid outer envelope, then submit by mail, hand delivery, or ballot drop box.

The Secretary of State must issue uniform implementation guidelines in consultation with county clerks and county boards of elections.
