Digital coupons are defined as store coupons, rebates, or discounts advertised in weekly circulars or online that are redeemable at retail locations and obtainable only through personal devices like smartphones, tablets, or computers.

Violations constitute an unlawful practice under New Jersey's consumer fraud act, with penalties up to $10,000 for first offenses and $20,000 for subsequent offenses.

Additional enforcement measures include cease and desist orders from the Attorney General, punitive damages, and treble damages plus costs awarded to injured consumers.

The bill would take effect immediately upon enactment.
